Kapal tersebut memiliki panjang 67 meter. Kapal selam itu hadir di Banyuwangi dalam rangkaian sea acceptance test (SAT) atau uji coba. Kapal diesel elektrik tersebut merupakan join production antara PT PAL Indonesia (Persero) dan Daewoo Shipbuilding & Marine Engineering Co., Ltd (DSME), Korea Selatan. Komandan Lanal Banyuwangi Letkol Laut (P) Yulius Azz Zaenal mengungkapkan, Pelabuhan Tanjung Wangi dipilih sebagai tempat sandar karena lokasinya sangat strategis. Dari segi kesiapan dan keamanan dermaga sangat mendukung. ’’Kebutuhan logistik maupun transportasi menuju Banyuwangi sangat mudah dijangkau,” kata Yulius.

Saat ini, kapal tersebut sedang menjalani kegiatan uji coba. ’’Setelah melewati tahap uji coba, baru akan diresmikan dan diserahkan kepada TNI-AL” jelasnya. Nizar Fauzi menambahkan, Pelabuhan Tanjung Wangi mendukung penuh kegiatan uji coba kapal selam Alugoro. ’’Pelabuhan Tanjung Wangi memiliki dermaga dengan kedalaman kurang lebih 14 LWS. Sangat siap untuk sandar kapal selam,” terangnya. ”Uji coba kapal selam Alugoro ini diperkirakan selesai Juli 2020 mendatang,’’ imbuhnya. (JawaPos)
French Scorpene submarine (photo : reddit) The initial steps between Manila and Paris to forge a maritime defense cooperation could bolster the initiative of the Duterte administration to secure submarines for the Philippine Navy, with France as the possible supplier. While Defense Secretary Delfin N. Lorenzana said that the Letter of Intent (LOI) on Enhancing Defense Cooperation in the Maritime Domain that he signed with his French counterpart Florence Parly was still non-binding, he understood that France is among the list of countries being evaluated as the source of submarines for the Philippines. The intent agreement was signed during Lorenzana’s visit to France early this month from South Korea, where he and President Duterte attended the Asean-Republic of Korea Commemorative Summit held in late November. “It was still an intent, nonbinding, but good enough to start planning. What would be binding is the contract,” the defense chief said of the agreement he inked with Parly, France’s defense minister. “They were selling to us submarines, the Scorpene. According to the Navy, it’s one of the best submarines,” Lorenzana added on Tuesday night. France’s Scorpene class submarines are of diesel-electric type also in service of other navies. France was just among the countries, which included Russia, Germany and South Korea, that has been eyed by the Department of National Defense as a possible source of submarines for the military amid its militarization thrust under the Armed Forces of the Philippines Modernization Program. The procurement of submersible assets for the Navy should complement its acquisition of brand-new frigates, two of which are to be delivered by South Korea within the next two years. The Navy has also procured two brand new anti-submarine helicopters. On Monday night, Lorenzana also disclosed the ongoing negotiations for the procurement of two batteries of BrahMos supersonic missiles from India, whose document he was expecting to sign, possibly within the first three months of next year. The defense secretary said the decision to acquire the Indian-made missile with a speed of Mach 3 would jump start the development of the military’s deterrent capability, given its territorial challenges. Scorpene class submarine of RMN (photo : Meret Marine) Putrajaya will be conducting an open tender for the maintenance contract of the navy's two Scorpene submarines in 2021, said Defence Minister Mohamad Sabu. In a parliamentary written reply dated Dec 9, he said the pre-qualification process would be done according to government policy. "The pre-qualification open tender process for the Scorpene submarines - KD Tunku Abdul Rahman and KD Tun Razak - will be implemented in 2021. "This is in line with the procurement procedure policy of the government," he told Bersatu senator Suhaimi Abdullah in a parliamentary reply dated Dec 9. Mohamad said the selection process would result in competitive pricing for the maintenance of the Scorpene submarines. Suhaimi asked how can the government tackle the "RM50 million annual maintenance cost of the Scorpene", which is seen as a huge burden to the government. It was reported in 2011 that the annual maintenance cost of Scorpene stood at RM50 million. Malaysia had ordered the Scorpene submarines costing RM3.4 billion in 2002 and the vessels were jointly built by DCNS of France and Navantia, a submarine-building company from Spain. KD Tunku Abdul Rahman arrived in Malaysian waters in September 2009 from France and KD Tun Razak at the RMN base in Teluk Sepanggar, Sabah in July 2010. Jati No.1 Pondok Labu, Jakarta Selatan. Paparan dihadiri oleh Kapuslitbang Strahan Balitbang Kemhan Laksma TNI Arif Harnanto, S.T., M.Eng., sekaligus membuka kegiatan tersebut, serta para pejabat di lingkungan Balitbang Kemhan. Pada tahun 2019 ini yang dikembangkan baru sebatas joint production and MRO dengan Korea Selatan. Mekanisme Transfer of Technology Kapal Selam sangat komplek, memakan waktu yang cukup lama. Lebih lanjut Kapuslitbang Strahan Balitbang Kemhan menambahkan, untuk ke depan perlu adanya kerjasama Balitbang Kemhan dengan PT. PAL untuk pengembangan desain Kapal Selam.

Myanmar acquies second-hand INS SIndhuvir Project 877EKM submarine from India (photo : Livefist) BANGKOK: The Royal Thai Navy is preparing to deal with what it calls a 'new situation' after learning that Myanmar is going to send its attack submarine to the Andaman Sea for security missions.
The diesel-electric Kilo Class submarine, which Myanmar acquired from India, is scheduled to start operations from Dec 24, spokesman and deputy chief-of-staff Prachachart Sirisawat said. The navy's Third Area Command, based in Phuket, which oversees territories in the Andaman Sea, has been told to keep a watch on the submarine, which can operate underwater for up to 45 days. Myanmar plans to use its submarine for "security and protection of its maritime interests,” said Vice Adm Prachachart, the Director-General of the Naval Acquisition Management Office. The Indian government has been purchasing the Russian-made Kilo Class submarines since 1980 and made further adjustments to improve capacity at its shipyards. The model, with a displacement of 3,000 tonnes, is well known for its quiet operation. The sub can be equipped with various types of weapons and can dive to a depth of 300 metres and accommodate 52 officers. "Myanmar is going to increase its military efficiency," Vice Adm Prachachrat said, referring to its plan to enter talks with Russia to buy more Kilo Class submarines.

The navy signed an agreement to buy a Yuan Class S26T submarine worth B13.5 billion from China in 2017. Its construction began on Sept 7 last year in China, and it is expected to be delivered to the navy in 2023. The navy reportedly has asked the government to allocate 12 billion baht to buy the second submarine, but a final decision will depend on the House of Representatives, which is considering the state's B3.2 trillion budget request for the 2020 fiscal year. "We're scheduled to clarify the purchase plan today," Vice Adm Prachachart said, referring to their meeting with the House special committee, which has been set up to scrutinise budget details. Vice Adm Prachachart also rejected rumours about a "budget suspension," which surfaced last month that the navy would suspend the submarine plan and instead buy less expensive frigates.
